Brief Description:
This project aims to provide assistance to the areas affected by floods caused by heavy rain in October 2008 - mostly in Hadhramout and Al Mahra Governorates, in order to facilitate recovery of the local economic and social structures. The project will support government's coordination efforts by providing technical expertise and enhancing its coordination capacity required for recovery. Since 75% of the affected population is comprised of farmers, rehabilitation of livelihood through community-based approach will be a key component. Throughout the activities, particular attention will be paid to vulnerable groups such as women and marginalized groups taking full account of the sensitivity of the issue. The project activities are designed to reduce poverty and to lay the foundation for the long-term development of the affected areas.

Objectives:

  • Institutional and community capacity for disaster management, early recovery planning and coordination response developed;
  • The relocation process of flood affected population supported to better consider the needs of vulnerable group;
  • Community Livelihoods opportunities restored and new schemes launched with a focus on women access to finance.

Key Activities:

  1. Provide technical assistance and advice to develop capacities of the local administration of both Hadhramout and Al-Mahra Governorates as well as of the community organizations in planning, management and monitoring of early recovery process;
  2. Provide technical assistance and advice to develop capacities of the local administration of both Hadhramout and Al-Mahra Governorates as well as of the community organizations in planning, management and monitoring of the disaster risk preparedness, reduction and disaster management process;
  3. Provide advice on the process, mechanism and related services to the planned relocation of affected families, and support the establishment of a local/Community-based supporting system for (monitoring, reporting and following up) vulnerable people during the return and resettlement process;
  4. Promote traditional risk-resistant house construction practices;
  5. Re-survey and re-mark land mine impacted areas;
  6. Identify new suspected hazardous areas due to the possible movement of landmines by the floods; conduct MRE in the flood affected areas;
  7. Promote and expand income generating and livelihood opportunities in both the agriculture and non-agricultural sectors; and
  8. Establish Grants and Micro-credit schemes for affected men and women.

Key Achievements:

  1. Capacity Assessment of CSOs. Two field studies conducted about the status of (CSOs/CBOs) in the working areas of the project. These studies will help the project in implementing the activities and interventions via these organizations;
  2. Two Training courses for leaders of cooperatives and NGOs. A document was created as a result of these two training session, including amendments to the law and also a memorandum of the legal articles;
  3. Conducted Festival of the World Day of the Civil Defence in Hadhramout and Al-Mahara to raise the community awareness about Preparedness for facing disasters and reducing their risks especially floods, and the importance role of civil defence offices during the disaster and how to cooperate with them;
  4. 16 disaster strategic plans at the level of each directorate were developed and finalised;
  5. 16 local committees for disaster management were established at the level of most affected districts and having enough skills in information collection, monitoring & evaluation and strategic planning;
  6. Package of trainings in computer skills and GIS system by using ArcGIS10 programme for information centres of the local council and government offices in Wadi Hadhramout to build simple programmes linked to databases.
  7. A final illustrated guidelines draft for improving risk-resistant mud building at Wadi Hadhramout was prepared with specific technical criteria;
  8. 90 veterinarian villagers (male and female) have necessary knowledge and skills along with veterinary kits and they can provide the service within villages and communities in the targeted districts;
  9. Conducted a detailed value chain analysis study of the wheat, onion, and honey sub sectors;
  10. Conducted Fish Finder training course for fishermen in Coastal Hadhramout & Al-Mahara. 40 traditional fishermen who were affected by the floods of 2008 got devices and have the ability of using the modern technology;
  11. Microfinance Training Course was held in Sieyun to build the capacity of four local community organizations (NGOs and Cooperatives) to implement the Microfinance Program. The beneficiaries were 24 trainees (14 men, 10 women).
  12. Distribution of 2,500 seedlings of Sidra trees to be distributed to farmers and beekeepers Recruitment staff of four positions
  13. 20 farmers gained the specific knowledge and skills of crop planting and production which helped them in developing their work, raising their income and improving their living.
  14. 20 beekeepers gained specific knowledge and skills of beekeeping and honey production which helped them in developing their work and raising their income;
  15. 16 young people have the ability to maintain and repair agricultural machines and pumps and have the certification of practicing of the profession from accredited agencies;
  16. 13 unemployed youth gained a certification to maintain and repair Fiberglass boats from accredited agencies;
  17. 14 unemployed youth gained a certification to maintain and repair of naval engines from accredited agencies;
  18. Prepare model for land use system in Wady Hadhramout and how to drop earth boundaries and defining land main features;
  19. 21 trainees (male and female) from14 Information Centers in Al Mahra governorate have the ability to build small programs connected to the databases by the programming language Visual Basic 6 and are able to access advanced programs of other programming languages such as (. Net).
