Mukalla, Hajjah, Ibb, Abyan and al-Jawf.
Brief Description:
The DLDSP assists the Government of Yemen to define, align and
implement decentralization reforms based on the Local Authority
Law of 2000. It provides policy inputs, capacity development of
the MOLA and local authorities, as well as top-up financial support
for infrastructure projects foreseen in district development plans
and annual investment programs.
Objectives:
Overall objective:
- Improve the effectiveness and performance of local governments
in engaging in local development and service delivery and thus
contributing to poverty alleviation.
Sub-objectives:
- Provide substantive inputs into the process of formulating
the National Decentralization Strategy;
- Establish and activate institutions of the Local Authority
System with a focus on the MOLA, pilot governorates and pilot
districts; and
- Develop and test training materials covering the full public
expenditure management cycle in pilot districts.
Key Activities:
1. Support the formulation of a strategy for implementing decentralization
reforms:
- Develop a National Decentralization Strategy and a national
program for its implementation;
- Coordinate integration of sector decentralization efforts
into the Local Authority (LA) system; and
- Coordinate donor support to LA’s.
2. Develop and activate institutions to operate the local authority
system and contribute to the development of:
- The MOLA itself;
- Governorate local authorities; and
- District local authorities.
Key Achievements:
- Submitted first draft of National Decentralization Strategy
to the National Committee.
- Developed training materials for public expenditure management
at a district level (planning and budgeting, tendering and implementation);
- Trained approximately 2,000 persons in 48 districts of 8 Governorates.
Trainees included District Diwans, Executive Officers, and elected
councillors; and
- Developed and approved MOLA Institutional Development Strategy.
Implementation of the strategy has begun.
Evaluation: Project evaluated
in December 2008
Future Plans: A new three year
decentralization project will be formulated in 2008.
