Women agricultural labourers in the onion fields, Tarim

Brief Description:
The project contributes to the economic and social empowerment of women and youth, improved livelihoods, rights, and gender sensitive policy support. It aims to empower socially and economically disadvantaged women and youth in market oriented technical, entrepreneurial and managerial skills, confidence building and empowering skills, necessary to improve their access to productive resources and sustainable earning potential. The project strategy is comprehensive, gender responsive, market driven, and community-based. It involves strategic partnerships with Hadramout Governorate, Local Councils, religious leaders, NGOs, private sector, and communities’ and will strengthen their capacity as responsible service providers, facilitators and advocacy actors.

Objectives:
Improved livelihoods for women and youth through skills enhancement, participation in income generating activities and microenterprises; rights; and gender sensitive policy support.

Key Activities:

  • Institutional capacity development and gender awareness
  • Awareness raising and advocacy by religious leaders, NGOs, Women National committee (WNC) and Yemen Women Union (YWU) to create an enabling environment
  • Enlisting support of men in project areas/community and building capacity
  • Participatory market and training needs assessment, linkages with businesses and private sector
  • Capacity developed of IPs for market oriented training and entrepreneurship development,
  • Skills development (technical and entrepreneurial) of target group including empowering skills
  • Strategic partnerships with key stakeholders, private sector, training institutions, religious leaders, NGOs, district authorities, local communities
  • Formation of DGEECs (local project committees) to catalyze participation of women, youth and promote decision making and support by the community
  • Community grants for community driven initiatives
  • Gender sensitive monitoring and policy support

Key Achievements:

  • Project operationalized in timely manner, Project team recruited, Project office established in Seiyun, and equipment procured
  • Project office established in Seiyun and equipment procured. Project Board members selected;
  • WNC focal point established and equipment provided to strengthen infrastructural their capacity;
  • Capacity developed through participation in missions, meetings and workshops and ongoing;
  • GEE technical guidelines and criteria completed & finalized:
    • ToR for NGOs as implementing partners
    • ToR for Participatory Market and Training Needs Assessment
    • Criteria for selection of target group finalized with local authorities
    • Criteria for selection of villages finalized with local authorities -Role of implementing partners prepared and shared with stakeholders
    • ToR for DGEECs finalized with local partners
  • Review and Capacity Assessment of NGOs in selected project districts in Hadramout completed, reports finalized
  • NGOs selected and grant agreements finalized by UNDP
  • Participatory Market and Training Needs Assessment implemented by market assessment team
  • Main potential economic opportunities in the four targeted District determined, for, both direct beneficiaries female & youth male;
  • Formation of DGEECs completed in 4 districts, committees are functional, 40-60% participation of women
  • Workshop with Imams held successfully in Seiyun December 4-6, report prepared with follow up action plan. Building trust with religious leaders in the targeted Districts has been a significant achievement;
  • Workshop with Institutional partners (IPs) held successfully Jun 31- Feb 2,2011 report with action plan finalized;
  • Collaboration and cooperation with other organizations: MoU signed in November 29, 2010 between UNDP and Oxfam GB for collaboration on Gender and Women's Empowerment;
  • Effective partnerships established with the Governorate, local authorities, implementing NGOs, WNC, YWU, and other technical institutions;
  • Exposure visit to Egypt successfully organized for the representative of DGEECs, 50% women, and project staff 6-18 Aug.2011;
  • First training in Vet & husbandry in Sah District, for 15 women, for 45 days started on Sept 12, 2011 conduced;
  • By the end of 2011 at least 12 training sessions on different development skills: beekeeping, hairdresser, food processing, sewing, secretary, construction works, carpentry etc., for women and youth male will be completed, comprising 180 participants, 70% women;
  • Grant agreements with four implementing NGOs (one in each targeted District) signed and first tranches realized; and
  • Community Grants amounting to 20,000 USD delivered to the communities in the 4 Districts for community gender sensitive purposes: girl schools rehabilitation, nursery equipment, water extension project, illiteracy classes furniture, women market tent.
