Brief Description:
The overall objective of the ASYCUDA project is to modernize and
strengthen customs administration with a view to enhancing customs
revenue and to providing simpler procedures for the trading community.
The YCA completed Phase I of the project on June 2003.
Objectives:
- To strengthen customs administration and management;
- To increase Government revenue collection; and
- To reduce corruption.
Key Achievements:
- The Government of Yemen and the business community has come
to rely completely on the ASYCUDA system;
- Customs inlets of the country such as Haradh, Hudayda, Taiz
and Sana’a rely on the system and are monitored around the clock
from the customs headquarters in Sana’a;
- Customs staff members were trained in running and managing
the new automated system in all areas that run the ASYCUDA system;
- An IT unit inside the Yemen Customs Authority has been formed;
and
- New legislative and administration laws are being developed
to cope with the technological change.
Evaluation:
Mid-term evaluation carried out in December 2004 by Salim Balaa,
Poul Lagersen, and Nick Tranter. Final Evaluation carried out
in January 2005. Final evaluation carried out in December 2005
Future Plans:
- Implementing the MODSDI in coordination with the Department
of Statistics and Planning; and
- Restructuring of customs structures to match that used in
ASYCUDA version
