Location: MOIT Trade Department.

Brief Description:


The project is designed to improve trade and industry registration through the introduction of information and communications technology (ICT) at the MOIT and affiliated institutions.

The overall objective of the project is to modernize and strengthen trade and industry license administration with a view to improving the bureaucratic process of doing business in Yemen.

Objectives:

    • Create an administrative structure in the MOIT conducive to enhancing trade and as a result enhancing private sector development and increasing opportunities for women entrepreneurs;
    • Improve the efficiency of business licensing through the introduction of ICT;
    • Build the capacity of the MOIT to support and maintain the system long term via staff training;
    • Strengthen government planning by producing trade and fiscal data.
    • Encourage institutional reform in the Trade Department of the MOIT and affiliated institutions;
    • Improve work conditions in the MOIT by eliminating tedious procedures and introducing a modern, automated work environment;
    • Introduce web-based connectivity to affiliated institutions (i.e. the Investment Authority, Municipality Office and Chamber of Commerce for Industries and Trade); and
    • Encourage cooperation between governmental institutions and the trading community via electronic data interchange, and develop a trade sector website.

Key Achievements:

    • Modernized and installed ICT in the Trade Department and completed licensing flow chart;
    • Conducted ongoing training to enhance the MOIT’s capacity in ICT;
    • Instructed trainers and created permanent ICT positions in MOIT; and
    • Designed a bilingual website providing information on business services, trade laws, business start up and licensing and a one window payment template.

Key Activities:

    • Establish a web-based ICT license issuance system at the MOIT, which will be connected to the relevant government institutions;
    • Create an efficient payment method, whereby all fees can be paid at once in one window;
    • Modernize the trade sector department and equip it with ICT;
    • Improve decision making processes through linking the MOIT with reliable statistical trade information; and
    • Train MOIT staff and create a permanent ICT support department.

Future Plans:

    • Raise funds from the donor community (the Italian Government has signalled its intention to cost share in 2008);
    • Strengthen capacity building in the MOIT;
    • Provide ICT means and support in ministry branches in Aden, Mukalla, Taiz and Hudayda; and
    • Implement an efficient statistical unit, launch e-licensing and train staff accordingly.
